VARGAS, P.C. offers SeaPort-e customers the following capabilities and professional services within the 22 functional areas.
VARGAS, P.C. (VARGAS) is a Texas-based Hispanic Owned full service certified public accounting firm. VARGAS specializes in Information System Management and Project Management Support to the government sector. VARGAS currently holds a Facility Top Secret Clearance and its President and Owner, Arturo Vargas, also holds a Top Secret Clearance with the Department of Defense.
VARGAS prides itself in providing solutions in a diverse field of services. Its management, staff and business partners have successfully managed projects for the Department of Defense at White Sands Missile Range, the Department of Justice, Drug Enforcement Administration, Department of Homeland Security, Customs Border Protection and Kirkland Air Force Base in New Mexico.
Our primary services include project management support, management information system, GIS/Remote sensing support, Web-based system development and support, auditing, accounting, cost allocation and segregation, software application development, data base management, system integration, intelligence analyst, administrative support and construction management.
VARGAS ability to tap into value added reach back resources and integrate such resources to meet performance expectations has been instrumental in achieving the goals and objectives of each project.
VARGAS, P.C. SeaPort-e Team includes:
1. Douglas Messer Company (DMC), a Service Disabled Veteran Owned Small Business (SDVOB). DMC is currently supporting the Aegis Readiness Assessment Vehicle (ARAV) at White Sands Missile Range for the Naval Surface Warfare Center Port Hueneme Division Detachment White Sands (NSWCPHDWSDET).
2. AREVA CORPORATION, a Woman Owned Small Business. AREVA is currently supporting VARGAS in contract administration, costing, and business development. AREVA contract administration support has been part of the successful performance by VARGAS in the Department of Homeland Security/Customs Border Protection contract.

Quality Assurance
Monitor and maximize quality
By total quality we mean that everyone in the program is responsible for quality – from VARGAS project manager to the most junior member of our staff.
Active quality improvement teams in each functional area will support our total quality program. Our teams will be grass-roots catalysts for change because the people closest to the work have proven to be the best instruments for process improvement. The resulting continuous improvement to our processes will reduce our response time, enhance staff productivity, and improve product and service delivery.
Quality management and control is ingrained in our methodology and culture. VARGAS quality improvement teams use metrics as statistical process controls. Our technical and management personnel are empowered to evaluate our procedures and make process improvement recommendations. Integral factors in our methodology include the strict management practices of performing requirements and risk analyses; planning and scheduling; using standards, guides, and handbooks; continuous process improvement and quality control; and non-conformance surveillance and audits.
